支持航运物流业发展。
自由贸易试验区将允许台湾、香港和澳门的国际航空快递和中转服务试点。允许符合条件的船舶在国内沿海港口与自由贸易试验区港口之间开展外贸集装箱沿海背驮式业务试点。支持建立自由贸易试验区和粤港澳海空联动机制。探索建立港澳游艇出入境监管新模式，为粤港澳游艇通关提供便利。支持实施港口退税试点政策。支持汽车平行进口试点。
支持发展现代服务业。
支持承接服务外包，推动软件研发、工业设计、信息管理等业务发展。鼓励跨国公司在自由贸易试验区设立研发中心、销售中心、物流中心、结算中心和运营中心。

创新粤港澳口岸通关方式，推动建立统一高效的港澳口岸监管机制。加快香港、广东、澳门三地海关信息交流、监管互认、执法互助。
